David Blackman: Chairman

David has an impressive and extensive career dating back four decades – he made his start in 1981 with Thomas and Jones, a firm of Chartered Surveyors as a manager, looking after 1000 properties, and continued past the firms merger with Venmores for another 30 years dealing with auction contracts including several appearances on Homes Under The Hammer, becoming associate partner in 1996, full partner in 2004 and director in 2008.    David added to his impressive experience by starting BBL Property in 2012 dealing with commercial and residential lettings.  David co-started Liverpool Student Lettings Ltd in 2014, built up a management portfolio of student properties.  David has expertise and knowledge in Cladding issues, overseeing major block made compliant post Grenfell which includes LCC, MFRS, HSE, Fire Engineer.  David is a Fellow of the National Association of Estate Agents from 1991 to 2019 (FNAEA), Fellow of Association of Letting Agents from 1991 to 2019 and is MARLA accredited.  Dave is a board Member of Liverpool City Council Landlord Advisory Panel (independent Letting Agent}, advising and educating landlords of legal issues and compliance, as well as educating LCC on landlord’s issues 2016- date, as well as being a Board Member of Liverpool City Council Licencing Committee (independent letting Agent) and was involved in advising on Private rented sector and was involved in shaping the Selective Licensing Scheme introduced in 2015 by Liverpool City Council.  

Tony McVey: President

Educated at the universities of Liverpool and London, my initial career was as a teacher and lecturer in languages and law. Both subjects pointed me in the direction of property and by the 1980’s, with the help of a partner, I had begun to acquire assets at home and abroad.

In 1986 I became the secretary of the Liverpool and District Property Owners Association, forerunner of the NWPOA. Since then I have given legal and management advice to countless numbers of landlords, have appeared in court representing members and have conducted training courses for landlords on numerous occasions. I have been the president of the association for the past ten years and continue to play an active role in assisting the membership and speaking at every members’ meeting which we hold.

Married with four daughters, my principal interests are theatre and travel abroad.

Vivian Ellenbogen [BA Hons, MCMI, MMS, Ex Chair NWPOA]

Following senior management roles in fields of commerce started my own property management and development company from scratch some 26 years ago incorporating professional residential, social housing and focussing mainly on student housing sectors having built a modestly sizeable portfolio over an initial 8 years period, an exceptionally steep and eventful learning curve !

i became an active member of the LADPOA committee in around 1993, the forerunner of the present NWPOA , eventually being elected to be its chair in 2015 and having helped formulate a dynamic and committed team to steer its course as a more positive force as our sector moves into the future

i very much look forward to welcoming new members and ‘old hands’ alike for as we go forwards so will your views be both heard and counted

Simon Topple (porfolio student landlord and managing agent within the student market)

I am a full time landlord and property agent within the student market in Liverpool.  I have run Topproperty Student Homes since 2006 with the assistance of my superb team and continue to invest in the student PRS within the Merseyside region.

Through this period I have given the benefit of my experience to many investors starting out their investment journey and part of that includes keeping them current with changes to legislation within the PRS especially as it impacts the student market nationally, regionally and locally.

I became a committee member of NWPOA in affiliation with  NRLA in 2022 to provide my experience within the student market sector.
